Texas is definitely #1, and Florida has been pretty decent lately. But it depends what you're looking for.
Are you looking at living in a city, suburbs, or want a bunch of land without neighbors? Do you prefer hot or cold climates? What kind of industry are you in?
But yeah, there is a TON of opportunity for IT in Boston, but there's also a lot in TX and other places. Salaries will be a bit higher in Massachusetts than places like Texas, but so is cost of living.
If you're planning on working remote, at least half of the time, living in NH and working for an MA company is pretty lucrative. (Just be sure to go 1099 or have the company not deduct MA state income tax from your pay check so when you file with MA, you can deduct WFH_Days / Total Days of earned income from your MA earned income, and pay less state tax. If you let the company deduct from your paycheck, MA is not likely to refund the money anymore.)
If you don't mind the heat, TX is probably your best bet. There is a lot of land for pretty cheap outside of the Dallas/Fort Worth area and a lot of IT jobs there. But if you like the weather and or social climate of the north east a bit more, we'd be glad to have more conservatives in NH.
MA is not good by any measure, but it's definitely not the worst of the states.
That said, unless you're working 9-5 in downtown Boston, you can reasonably commute from southern NH to most jobs in Central MA (which is where the tech is).
New Hampshire isn't the most conservative state, but still better than any neighboring state. Constitutional carry and no sales/income tax (but if you're working in MA, you'll still have to pay MA income tax, unless you're working remotely). NH Congress is pretty decent, but the governor is a huge shit head, as are most of our US reps because same-day registration and vote tabulators are rigged.
If you're looking at jobs in Boston (or anything off 93), I'd look at moving to Windham. House market isn't as completely $#@%ed for buyers as it is in the Nashua area, Windham has better government representatives, and it's a more direct shot to Boston.
