I have been thinking who might be the first to be publicly arrested amongst the deep state players that would shock the conscious of the nation. Who do you think this might be? My guess would be that it is someone whose crimes against children aren't really known and who has built a rosy public image for themselves.

Kevin Clinesmith was the first arrest, and that confirmed future direction (Durham indicting Russia Collusion hoax players).
"Shock the world" is a different drop. It's not mentioned in the the "first arrest" drop. According to Q there will be things that shock the world, but the first arrest isn't it.
