An alternate explanation I saw at the time (but it wasn't thrilling so didn't get explored) was that those people had had their phone service cut because they weren't paying their bills due to loss of work due to economic pressure by us. Or, as phones are apparently very necessary there, it was a punitive measure by the government for some wrong think.
