I see no problem with them building their mfg facilities elsewhere. Down stream of the Three Gorges Dam is a perfect location. And let them sell their chips elsewhere. And let their downstream customers sell their goods, elsewhere. And let their lobbyists find work, elsewhere. And let their bribed elected officials relocate; elsewhere.

The business world is flat. Obviously, we can all have a piece of the pie if we're all willing to (ehem) "chip in" on the ingredients. Now is not a good time for ANY OF US to think we have all the pepperoni or all the mushrooms. New start-up fab-shops happen every day. Competition, anyone?
