Stop trying to be logical when it comes to anything the government does. Apply cynicism instead. They want single women raising children ... because they raise children. Men are on their own and approach life differently. We are always held responsible even when it's not our fault. Hence men predominantly teach responsibility to children. It takes men to turn kids into adults. The "state" doesn't want responsible adults, they want children in adult bodies, which is exactly what the system has been producing.
