So minorities aren't able to get a voter ID because they don't have access to technology but they can handle a digital drivers licence. What if I am a poor minority and I don't have a smart phone or a data plan? What if I need to present it and my battery is dead? What about if I can't get a signal? I can't just pull my licence out of my wallet now.
