"Emergency Temporary Standard" eh? Nothing the government does is ever temporary. Example: Back in 1925 when helium was difficult to obtain and it was needed for airships, the US Government created the Federal Helium Reserve, a large underground dome near Amarillo TX, to hold millions of cubic feet of helium. We no longer have airships in our arsenal, and the strategic nature of helium has greatly declined over the years. But Congress keeps renewing and extending the reserve. True, it's been drawn down over the years and the facility is virtually closed now, Congress renewed its existence under government control in 2013.
Temporary, you say?
