I had read before that if they supplied crucial information about the corruption then they were allowed to "publicly" resign. That did not mean they weren't still going to jail but it would spare their families any unwarranted backlash based on their involvement.
I think a lot of them have been waiting to see which way the wind was blowing. Now they know.
The criminals among them shouldn't just get to retire. They can all retire to Gitmo.
