He didn't go into detail about that, but I suspect its got to do with the 'covid fines' thing. With taking money from a bank account being an intermediate step before some fuckers roll up with guns to evict you from a house you own, insisting that its theirs now in lieu of payment.

The one explicit detail given was that they were training to open fire on citizens from moving vehicles. Maybe these were all guns of healing they were training with.
