Since this becomes a Charter of Rights issue, there's a good chance it's just a bluff to get as many people vaccinated as possible. If they do attempt to implement, there will definitely be legal challenges. International flights are even less likely because A) Canadians have a right to leave Canada and there's no other reasonable way to leave except to US and B) international airspace rules apply where there's no Canadian government jurisdiction.
