What are PEADS and why do they want them?

PEADS are Presidential Emergency Action Documents. Anything Trump would have done re: devolution would be in those PEADS but they are not able you see them. Have you seen the devolution series on sub stack by Patel Patriot? If not I’ll provide a link.
