Absolutely. This is my take as well. Why fly a drone in that exact area? And why keep the footage hidden until they had no choice but use it? I think there were others there who were FBI ordered to stir up shit. Not sure that all three people Kyle encountered were on the FBI payroll - but it would not surprise me.
