My impression was always that the supermarkets had to be paid by the DS/publishers to put those magazines at the checkout in any case. I have never seen many people actually buy one to read at home and I doubt they sell many copies.
The main purpose of putting them there, I reckon, was to use the cover images to implant subliminal messages in the captive audience of shoppers waiting to pay for their shit.
Perhaps what is happening now is the DS/publishers no longer have the cash to pay the supermarkets to display their toilet paper publications in such a prominent place.
You know what else they do, they send free magazines to former subscribers or current subscribers for all their magazines. My MIL used to be a hairdresser and had it in her home. She still gets a bunch of free magazines. She can't figure out why since she hasn't had her shop since 2006. I told her, in order to sell ads in their magazines, they have to show so many circulations of the magazines even though many are not paid for just mailed free. She must receive 10 different magazines in any given month.

Even if people aren't buying them, they're probably glancing through them for something to do while they wait in line. That's all it takes.
