There is no "mandate", don't be daft. There are so many jobs right now, anyone who can't find a job either isn't trying or has been promoted to their level of incompetence and refuses to go back.

There aren't many sufficient paying jobs for those that are older and closer to retirement. Sorry but McDonald's or Walmart just doesn't cut it.
