Yep, I believe they are experimenting on regular humans to find a cure to protect their dying bloodline. That's why they don't want to kill everyone. They want to mutate everyone and breed the cure.

Eugenics for survival and control.

The reasoning being... remove everyone's immune system "LIKE THEM". Now in order to survive the population MUST use experimental mRNA gene therapies or die. They become guinea pigs and will have no choice.
