I'm not sure Smallpox is even a valid threat anymore. Mortality plummeted once we improved people's quality of living. Of course the majority don't know any of that so they're going to be scared shitless.

They are currently lowering our quality of living so maybe it goes together. If the people awaken too much fly away, cause a mad max situation, and release smallpox
