I read a chilling short story years ago (don't recall the name or author) which portrayed that exact situation: a small group of unfathomably wealthy people who were completely unknown to the public -- and could therefore BE in public if they wanted to -- yet had control over most of the Earth. The story was quite well done; I wish I recalled the name.
At the time this seemed an actual possibility to me. Now I think it's pretty much a certainty.
I base this idea in part on the rise of Hitler. There were some obscure occultists in a group called the Thule society who groomed Hitler. Chief among them was a man by the name of Dietrich Eckart, who is often cited for creating the Nazi party.
Yet behind this group were other more secretive occult groups such as the Vril society. These people claimed to receive "psychic" messages of their brethren Aryans from the star system Aldebaran.
