Dear XXXXXX Employees:
As you are aware, implementation of the federal government’s vaccine mandate has been a complex undertaking. Thank you for your patience in recent weeks as the situation has evolved. During this period, we have sought clarification from our customers about how our many contracts would need to be MODIFIED and RE-PRICED to reflect this new requirement.
Importantly, our XXXXXX customer has confirmed that our contracts do not include a requirement to implement the mandate. However, some employees are in a different situation and face varied requirements depending on the particular contract. In light of this development, WE ARE HEREBY SUSPENDING THE DEADLINE FOR VACCINATION, except where SPECIFIC contracts require it.
I appreciate the gubmint stiff arm.

I worked for a large government organization. Reply all storms happened all the time because the IT idiots didn't moderate large mailing lists. It was dumb.
I hate getting those reply-to-all emails.
Maybe HR then? I am pretty lucky, the company I work for is roughly 300 people and I have daily talks with the president, VPs etc. But the company I work for is also structured in a way that the VPs, directors, managers etc might sometimes do grunt work if needed.
