Birth centers usually do low risk deliveries, and it isn't widely available in some areas, unfortunately. I think a large majority of pregnant women will still need to use a hospital, and it's pretty scary to think of all of the wrong things that could occur due to hospital policies and medical policies, let alone routine emergencies that can occur with even a low risk pregnancy. It's definitely a scary time for those who are pregnant.
Some women cannot deliver in that setting--think multiples, high risk deliveries, preterm deliveries, etc.

My point is that any delivery can turn into a high risk delivery within minutes. I am an L&D RN, and I’ve seen it happen hundreds of times.
