hmmmm... none of my cookbooks contain any such recipes! ... or is the recipe for brats not referring to sausages, but rather naughty children????

They kinda actually did this before, sometimes more out of sheer desperation than evil. A good read on the subject would be Mao's Great Famine, by Frank Dikotter.
