Now realize, that the mask is partially transparent, and that the camera flash shows the face underneath.
Then reconcile with the surrounding drops:

Supposedly it is Lynne Forestal de Rothschild. She is a blond and this mask has long brown hair on the side, which could be part of the mask. What is creepy is that there are holes for the human eyes in the middle, perhaps under a semitransparent area shaped like a domino mask, or a domino mask underneath shines through because of camera flash, but there is another set of black eyes proportional to the mask at the same level. These black eyes are the proper size and in the proper position as they would be on a real animal (the eyes are looking slightly to the sides compared to the orientation of human eyes). Look at the light teardrop shapes on the cheeks--the "tears" are coming from the animal eyes. I think that if the light were different, it would look like an animal, the human eyes weren't supposed to show but of course there had to be a way for the wearer to see.
I believe the woman wearing the mask is Baroness Marie-Hélène de Rothschild (1927-1996), pictured holding hands with her husband Baron Guy de Rothschild (1909-2007). Here is her face without the mask at the Ball:

More then believe, that's the same dress and in all reality the only other defining feature are her breasts and they're a perfect match as well.
