Scotland dropped a healthy eating campaign once because they realised too many Scots were illiterate, I don't know whether it's the case here but Scotland reacting off foreign data wouldn't surprise me because they cannot get their own lot to do anything productive for themselves. Using VAERS data as an input when you're using the same product seems good enough even if the population is "somewhat" different, though Scotland is an obese illiterate melting pot so how different it really is is anyone's guess.
