That is from a TNT show, where he played a genie named Shazaam.
I was alive and watched him making the late night talk show circuit talking about how they hired him to do whatever kind of bracketing it's called when a movie has people do lead-in skits,
and he was hired to do that by playing a bumbling genie named Shazaam.
This was to make sure kids understood that the Arabian Nights remakes weren't about reality they were about, fantasy.
It's a specifically named theatrical thing to do this i don't know the name of but it's in the vein of Mystery Science Theater 3000, where there's some comic relief overlaid onto the actual movie or show.
