Seems to be two lots of reasoning.

Firstly, it was too arduous for teachers to collect all the data related to these crimes. Literally saying 'let child abuse happen because stopping it is too hard'

Secondly, it seems to be to protect illegals who are also sexual abusers that are near schools. Because its too traumatic for the children for police or ICE to investigate near schools.. so apparently it is better if rapists just stay there.

It’s been happening for many many years. A couple of teachers in my high school in a tiny (formerly tiny) WA town were total pervs who told dirty jokes and groped girls and another teacher was fired and arrested who taught special needs kids for trading girls A’s for sexual favors
