Riccardo Bosi interviewed a guy who has been visiting these places collecting statements from the locals.

According to him, they have been told they cannot leave to buy food without the vax. Which besides being about as coercive as things get, seems to be a lie also that isnt (yet) backed by any law or regulation. Bribes and threats seem to be common, and it seems to be overwhelmingly be committed by police rather than anyone identifiable as military.
