It's not a "whole vaccine system" yet. If it existed, there would be no need for cards or questions.

The federal government still doesn't have all their databases tied together. Nobody else does either. I applied for a loan one time and actually got it very quickly because my major credit card balance wasn't showing up on my credit report. The bank thought my credit was super.

You'd be surprised at how widespread technical incompetence and rivalry is in government and banking.
