My guess is, they've run a simulation based on the original COVID-19: you run the simulation, see what variants should theoretically appear over time, label them alpha, beta, gamma, etc. and then you use them in that order, spread out over time -- unless, of course, you get to the letter Xi -- then you skip it for fear of offending your dear leader.
