I agree with you to a point I don't know about other states but Cali has started this as a pilot program ,, they already opened up the PC to the general population which has caused many murders inside the prison walls . If the general refuses to accept the PC which most won't they themselves are abused by prison guards and placed in solitary , Cali is sick
