The story might be made-up to spread fear. Or, maybe 3 people took off.

Imagine a massive police search for 3 people who escaped a concentration camp, who were there because they did not take a drug injection for a virus that does not exist.

Imagine the fear porn ramping up that these 3 might be "on the loose" in public, with a non-existent health condition, never mind that they are perfectly healthy and showing no signs otherwise.
