Is he waiting for the two new Senators from Georgia, Jon Ossef and Raphael Warnock to take their seats giving the Dems a majority in the Senate?

I agree, but they have also shown they don't care if they lose the public opinion battle. Look at MSM and Biden's numbers. All they care about is winning the legislative battle. They know their time is short. This is plainly shown by the poll numbers. So, it is an all out effort to 'cement' in their agenda while they are in control.
If they were to let negative public opinion about them run completely rampant they may find themselves dragged out of office and killed in the streets, they don't want this and we also don't really want this as it interrupts accountability and lets the survivor cultist play victim
pure media control doesn't completely halt negative public opinion they also need to attempt to not be all bad whenever possible to help their "followers" rationalize their support for them
