Why would anyone stash checks anywhere, when they need to be deposited or cashed within a certain amount of time to have any value?

My guess, they just indiscriminately grabbed envelopes. The real question is why they wouldn't come back for them in all this time. Or perhaps they have been coming back, taking little by little.
