The local high courts are called circuit courts in Virginia. Look at whatever your local high court is, the court that hears felony cases and larger civil suits. in Virginia we have district court, which hears misdemeanor cases, circuit court and juvenile and domestic relations court, which hears cases involving juveniles and any family related issues such as divorce.
Those higher courts hold grand jury meetings on a regular basis. Here it's once a month although special grand juries can be called too. You can be called for grand jury duty just like circuit court juries.
Nearly always, cases are brought to the grand jury by the local prosecutors, here they're called commonwealth's attorneys. But anyone can bring a case before the grand jury and ask them to consider indictments. The grand jury proceedings are not open to the public. At the end of the meeting, they announce what indictments they have agreed to.
BTW, how your local governments are organized also determines where the courts are. Usually here cities and counties each have their own court system although in some places they agree to have one court system for both a city and the county surrounding it.
Even if a Soros stooge prosecutor refuses to take a case to a grand jury, anyone in that jurisdiction could put together evidence and take the matter to their local grand jury at their regular meeting.
At least they can in Virginia. You'd have to look at the laws in your state.
