Can someone please explain to me the context of this tweet?

Without any context, I can tell you the right image is Biden; the left is not.

I find it impossible to believe the left image is presented as Biden, so I would like to know what is going on here.

Look at Vice President Joe Biden, that’s who is on the left. On the right is resident Biden. Something happened to him right about the time Trump took office.
