If I'm not mistaken there was an aquifers overlay map some one posted here some time ago. A lot of the farmland gates was purchasing seemed to overlap quite well with water aquifers.

If he wanted to control the farms output he could buy influence in the Agricultural mega corps that own all the large scale commercial farms. What gates is doing is going after land more specifically which presumably comes with mineral/water rights.
