CPS in many states is a monster, and one that's hard to eradicate. I don't know about trafficking numbers here, but ignoring abuse or tyrannizing parents arbitrarily keeps happening. Yet there are children who need homes and I'm sure there are good people who would be good foster parents. How to clean it up? Don't know. Revise the old orphanage system?
