In March of 1885, tens of thousands of people showed up in Leicester England to protest smallpox vaccine mandates because outbreaks occurred after vaccination. Leicester Anti-Vaccination League had candidates who were elected to parliament to overturn the vaccine laws. By 1898, they were able to add the conscientious objection clause to the law.
This is covered in the same book from which I took the image above (Source: Dissolving illusions - Disease, vaccines and the Forgotten history, Suzanne Humphries,Roman Bystrianyk) - it led to the development of the Leicester method.
It's super interesting - the people protested because they had first hand experience of the vaccines not working or causing issues. Harsh laws were put in place, and so the people complied and got vaccinated. Their communities experienced first hand harm from the vaccines - including death of children - and so they doubled down and completely rebelled. During the protest mentioned above they recieved banners that were made and sent from all over the world showing the wide-ranging support that was there...
