It is a marker for end of the occupation! Page 769 from the manual. Is he saying it ends on Christmas or that it is effectively Christmas when it happens? 11.3 END OF OCCUPATION AND DURATION OF GC OBLIGATIONS The status of belligerent occupation ends when the conditions for its application are no longer met. Certain GC obligations with respect to occupied territory continue for the duration of the occupation after the general close of military operations.

Occupation = Invasion + Firm Control. The radius of occupation is determined by the effectiveness of control; occupation must be actual and effective.
