President Trump agrees with activation of the National Guard to support law enforcement efforts. In other words, Trump approved assistance 3 days prior.
His Secretary of Defense contacted the US Capitol Police twice (once on Jan.3 and once on Jan.4) to confirm if they also needed support, and that was on his own accord, as the Capitol Police never requested help until January 6.
The Capitol Police rejected the offer twice, and then complained about response time on January 6.
tl;dr National Guard was fully approved by the Trump Administration prior to January 6.
