I recall that as well. A patent was issued the year prior as I recall.
so why wasnt it emplaced before the election
For all we know, it could have been / was! It's been verified that all ballots have watermarks, serial numbers; some sort of way to verify they are authentic, produced by authorized printers, and not just some democrat cranking them out in his basement on his HP inkjet.
