He's using word play. Anyone who does not have the CDC required number of clotshots and boosters is considered unvaccinated. Those who have taken the clotshot and people have taken the clotshot and the booster will be the ones dying from Covid, but if they don't have the 2nd or 3rd or 3th booster as diktated by the DCD, then they will be considered unvaccinated.
