I don't think it's that noteworthy considering how many possibilities there are for why it hasn't been updated.

Not really man. Government workers aren’t always competent. Government volunteers can be even less so. Why do you expect them to always be on top of changing every single display poster when they can’t even pass legislation?
They pass legislation all the time. And it's always terrible and hurts its constituents in reality while the media spins it to appear moral and righteous.
Right so you expect some low level peon to be able to replace a display banner right away?
