The way I combat that is by remembering 2 key things.

1 - If they had the people to enforce this they would already be force vaccinating and initiating violence and not hiding I'm the shadows.

2 - if things get that bad it's going to get so bad for everyone that worrying about it is pointless. At that point the vaxxed will hate life too and their power will rapidly diminish as people realize they caused the whole mess.
