I think to slow down train of the other side pushing us unvaxxed into the camps.
If he suddenly started strongly discouraging the vax, the MSM could then turn around and start the nonstop push to quarantine the trumptards and say “you see it is the trumptards they are the ones prolonging this by not getting vaxicuted, they are the problem they kned to be thrown into camps for our safety and it’s all drumpf’s fault, reeeeee!”
With him being not against the vax, it takes wind out of that push.
