They weren't "predestined". They chose freely to do what they did. God simply used that to carry out the plan to save human souls through Christ's sacrifice. The point of the meme is that "I'm just doing my job" isn't an excuse for what they did. They could have stood up and said no, just like people will have the free will choice to not take the Mark of the Beast in the end times. "I just want to eat or feed my family" or "I'm just following orders" won't save their souls when the judgement comes.

In the end, it is the cowards who refuse to stand up who make things worse for everyone. We would all be better off if people would have the spine to stand up and say no to evil early on. Instead, here we are with so many people dying pointlessly all because of compliant "I don't want to lose my job" cowards.

Cowardice is terrible thing.
