Money, the governments are bribed or blackmailed somehow to push it. It would only take a few policy makers per country. If there were cures no one would take the vaccine, in fact the makers wouldn't have been able to get EUAs and push while the hysteria lasted. As people learn the vaccines have their own problems, don't prevent anything, and there are cures, the hysteria should be replaced with rejection.
