If they pushed the button on it right now then there would be civil war. There needs to be a certain level of awakened people otherwise it wouldn't feel credible. If it doesn't feel credible then there will be war. These people plan in decades. But so do the White Hats. We are almost at the end of the game of chess. It's already been won but there are still pieces on the board and moves left to make until it's over. The Cabal certainly isn't going to just say "Screw it, we know we are beat. Good game." Then shake hands and walk away. They will make it drag out.
