City Ordinance would be enforced if local law enforcement is willing to enforce it.

And this only if people are complying such "law".

I don't know how in USA,but in Poland and other countries there are restaurants who NOT complied even despite being raided by police thugs or being blocked with concrete walls. If you comply so easily you don't have the spirit Americans in 1776 had.
