How is this not fraud? If I scream "fire", and there is no fire - that is a crime. If I call the police about a crime, that didn't happen, that is also a crime.

But, if I claim to be the victim of anything, and I go on the news proportion this same "fact" without disclosing that the action is "acting" - this is somehow not a crime?
