I know when I’m deathly ill I immediately head out to a busy, over crowded public street in the middle of winter to wait hours to enter a hospital full of sick people so they can tell me I’m sick.

One guy brought a chair. Expected to wait hours? Or told ahead of time to plan a “day sitting in line”.

It may just be visitors to ill loved ones. They're way more strict about logging in visitors and only one person at a time can visit a patient.
