Sorry to burst anyone’s bubble, and feel free to not believe this as I obviously don’t have proof, but this guy is on Bush’s SS detail permanently, which is why he shows up in both photos. No conspiracy here.

Source: I met him a few years back at an event Bush was speaking at, and got the opp to ask him a few questions.

Hrmm, looks like you could be right. In pictures of Trump's inauguration Bush is right next to Hillary in the stands.

So why would SS be so close to Bush during the funeral and not near the other presidents?

SS stays with the president they’re assigned to — this is one of Bush’s main guys. The Bushes were away from the other presidents at the funeral because generally at a funeral you sit with your family, not with your colleagues from work.
